Fusion BIP Reports Failing With Error: oracle.xdo.servlet.data.DataException: Could not apply digital signature (Doc ID 2542192.1)

Symptoms

Execute any BI Publisher based report with digital signature enabled. The report is throwing error: oracle.xdo.servlet.data.DataException: Could not apply digital signature

Example of one of the ways to execute such a report:

1. Log in and navigate to My workforce compensation

2. From the tasks menu on the right side, choose View Administration Reports

3. Select Generate statements under the Exports option

4. Select criteria for statement

5. Job fails with error: oracle.xdo.servlet.data.DataException: Could not apply digital signature
