File Import Not Creating Duplicate Resolution Request for Address Match

During File Import of addresses, have selected option to Import Duplicate Records and Create Resolution Request. Have an import file with 2 identical addresses, and the address already exists for the organization party in the registry.
Have HZ_ENABLE_BUSI_VALID set to No.
Have an active Matching Configuration Rule created for Organization, Locations and Persons.
The import adds each duplicate address to the party, and no resolution request is created.
Why is the resolution request not being created during the import?
