Qn1:On : 11.13.19.01.0 version, Other Issues

Project Execution management not sending e-mail notifications for issues, tasks and deliverables. When assigning owners to tasks, issues or deliverables, expected behavior is for the system to send e-mails to the owners of each item. This was working before the environment was cloned from production. We have checked the team member dashboard and it is enabled for e-mail notification for all the users.

Running 'Generate Project Updates E-Mail' process only gives a summary of the work items pending in his queue. User has assigned another to-do task to himself but that did not send any email notification.
 
Qn2:New assignees are getting the emails without any issues. However, the users who had the role previous is still facing the issue. Should we revoke the Team Collaborator role and reassign to make it work?
