Unable to view Custom role in Object workflow at the 'To' field

EXPECTED BEHAVIOR

To be able to choose customer role for email notification.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Go to Application Composer
2. Email Notifications
3. Search the Roles
4. Custom role not found
