Error when Clicking an Action that Triggers Transition Rule Notifications [An unknown error (class has occurred.] (Doc ID 2542644.1)

When executing an action on a quote that has a Transition Rule Notification defined and it is returning an empty string, you will see the error below at the top of the quote.

An unknown error (class has occurred. Please contact your system administrator.
To help us track this error, please note the date and time in your report: 2019-02-21 07:30:20.
Unknown Error

If you reference the timestamp from the error in the bm.log you will see a "Caused by: java.lang.IllegalArgumentException: At least one 'to' email address is required" near the bottom of the Unknown Exception error.


The environment was upgrade to version 18D or later.
