ACTUAL BEHAVIOR

Delegate becomes blanks after changing users multiple times

EXPECTED BEHAVIOR
-----------------------
When changing delegates, selected user should appear in the field

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Changing delegates several times
2. Select delegate
3. Delegate field becomes blank

4. Select the same delegate again, the field populates with the selected delegate.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot select the delegate on first attempt.

Changes

 User upgraded from 19A to 19B. However, internal test case shows that issue exist in both 19A and 19B, hence, was not identified as a regression.

It was also observed that, issue is definitely there when selecting the user who is logged in as a delegate, and intermittently for other users in the List of Values.
