Symptoms

On : 11.13.19.01.0 version, File Import/Export

When attempting to import file attachments
the following error occurs.

Completed with errors


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create input file as follows

ATTACHMENT_FILE_NAME ATTACHMENT_FILE_DESC ATTACHMENT_FILE_TITLE ATTACHMENT_CATEGORY_NAME
39357.zip OKC_DOCUMENTS_CONTRACT

2. The errors occur
