When Copy/Paste BOM Qty, Sequence, Revision incorrect (Doc ID 2542756.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Trying to copy existing BOM,Copy is not bringing quantities and sequences incorrectly


EXPECTED BEHAVIOR
-----------------------
Qty and sequence should be correct when BOM is copy/pasted from one item to another

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to PD-> create item(a)with multiple structure->Save->(add qty)->Save
2. Create Item(b) and leave structure empty
3. Select and Copy structure from item(a)->paste to item(b) structure

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot view correct qty and sequence when item BOM is copy/paste
