EBS Asserter Not Working Correctly Because Apache Won't Start With 'B' Flag (Doc ID 2543082.1)

EBS Asserter not working correctly because Apache won't start with 'B' flag

Implementing the EBS Asserter (19.1.4-1.2.2) to do SSO with EBS 12.1.3. In the instructions it mentions adding a directive into the url_fw.conf as follows:

RewriteRule ^(.*) https://$EBSASSERTER_HOST:$EBSASSERTERPORT/ebs?requestUrl=https\:\/\/$EBS_HOST:$EBS_PORT.\/OA_HTML\/RF.jsp\?%1 [R,L,B]

but after adding the 'RewriteRule' Apache won't start and the HTTP_Server~1.log shows the following:
