ORA-28860: Fatal SSL error in in DBaaS Instance (Doc ID 2543270.1)

A PL/SQL Code which uses APEX API (apex_web_service.make_rest_request API) is failing or utl_http.request to a URL is failing with below error :


[oracle@DBaaSmunazirtest01291901 tmp]$ sqlplus "/ as sysdba"
