Goal

On all new hires - Create Contacts do not appear on the Self-service designations page

On all of our new hires, on the first time they go into self-service benefits pages and Manage Contacts, then immediately click into Continue enrollment, they do not have the contacts that they created in step one. The contacts do not appears until later.
