On : 11.13.19.01.0 version, Payroll Extracts

ACTUAL BEHAVIOR
---------------
The user had scheduled payroll flow daily on weekdays but unfortunately it remains in process some days and doesn't get completed, though the schedule gets completed on the next day.
In a nutshell, the schedule sometimes doesn't get completed on certain day and is inconsistent.

EXPECTED BEHAVIOR
-----------------------
The daily payroll flow should get processed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Schedule payroll flow
2. Noticed that some processes are remaining 'in process' some days
3. The processes are not getting completed, though the schedule gets completed on the next day.
