EPBCS: Why does the FICA Taxes Generating Negative Tax Values once Threshold Limit is Hit (Doc ID 2543732.1)

FICA taxes is configured with a limit of $128,400.00 of total earnings. Once the threshold limit is reached, the system is calculating negative values to get a tax amount back to the threshold amount until the end of the quarter instead of capping out the tax amount once the threshold limit is reached.
