How to Change Budget Start Date To An Earlier Date?


for eg: When creating a project with budgetary control enabled at a start date (for example 01-01-2019) and after baselining and approving the budget the following issue occurs:

There will be an error, 'The transaction failed budget check because the budget date is not within the control budget date range' when importing some project costs in 31-12-2018.
After creating a new control budget with a start date of 30-11-2018 and baselining and approving the budget, the error still exists.
And in the setup and maintenance->Manage Control Budget, the start date of the track of the project is still 01-01-2019. This means that with budgetary control, there can be no project costs in 31-12-2018.
