Symptoms
On : 11.13.19.04.0 version, Financial Reporting and Analysis
When attempting to run FRS report,
the following error occurs.

Error connecting to database connection XXXXX_2: [1033] Native: 1051030 Error: Create connection failed[]
STEPS

The issue can be reproduced at will with the following steps:
1. Login to Fusion Application
2. Navigator >> Financial Reporting Center
3. Run FRS report
