Unable to Create REST Enabled SQL Reference in APEX On Exadata Express for HTTP Request (Doc ID 2543991.1)

Symptoms

Using APEX on Exadata Express: 18.2.0.00.12
Using ORDS : 19.1.0.092.1545 deployed on Tomcat : 9.0.17

Performed the pre-requisite configuration for using REST ENABLED SQL service of ORDS.
Tried to execute a sample Rest Enabled SQL call using Postman tool and it is running successfully.

When trying to attach in APEX as below it is hitting with the below error:

Application Builder --> Workspace Utilities --> REST Enabled SQL
http://<HOST>:<PORT>/ords/xxxx

ERROR :  "ORA-20987: The requested URL has been prohibited. Contact your administrator."
