Performance Management: Cannot Transfer the Performance Document Using HDL Because Of Error (Doc ID 2544004.1)

Goal

Need to transfer 2 performance documents for the same employee.
The HDL file has been created using old assignment_id, new assignment_id, review_period_id.
At uploading time the system throws error: "You cannot supply multiple data lines for the same record in the same file because the component PerfDocUpdate is not date-effective."
If creating 2 separate files for each review_period_id, the data is uploaded with success.
Is this the expected behavior?
