Fusion Global Payroll - Payroll License Settings and County Field Settings (Error: HRX-1560219) (Doc ID 2544202.1)

While performing Global transfer Transaction with Payroll info, the transaction is getting stuck and the system is showing the following error:
State, county, or city components of the address are missing. Verify the setup of the home and work address. (HRX-1560219) The regional component creation could not be completed. A valid address was not entered.

The Global Transfer transaction with Payroll Info should work without errors.

The issue can be reproduced at will with the following steps:
1. Transaction Manager: Rules > Bypass the approval rule in order to see the error while submitting the transaction
2. Log in with user ABCD > Person Management > Search Person No 123456789
3. Manage Employment > Global Transfer: Person Information
4. Set Payroll Details > Submit transaction
