Agent Console Does Not Translate Into Browser Language (Doc ID 2544220.1)

Symptoms

Previously the agent console would load translated content based on the users browser language setting.
After upgrading to Oracle Commerce Cloud v19 agent console users are no longer seeing translated text in the agent console based on their browse language setting.

Changes

Upgrade to OCC v19
