Account Import Is Going In Unsuccessful State wiht error: NULL During UPDATE Cannot be assigned to required attribute (Doc ID 2544403.1)

Symptoms

On : 11.13.19.01.0 version, Accounts, Contacts, Households

The Account import is completing in status Unsuccessful.

ERROR

NULL During UPDATE Cannot be assigned to required attribute :xxxxx_c

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sign-on to application
2. Navigate to Setup and Maintenance > Manage File Import Activities
3. Click Actions > Create (or the Create icon)
4. Select Object = Account and enter other details
5. Mapping:
   Address LocationOrigSystemReference
   Address SiteOrigSystemReference
   Address Address1
   Address City
   Address State
   Address PostalCode
   Address Country
   AddressPurpose SiteUseType
   Classification ClassificationCategory
   Classification ClassificationCode

6. The import ends in Unsuccessful status
