Promotion Exclusion Rules Not Working Properly (Doc ID 2544930.1)

Symptoms

Suppose there are following two promotions:

promo1: Spend $100 Get $20 off
promo2: Spend $200 get $30 off
            exclusion rules: promo2

If the order total is between $100 and $200, it works as expected - customer gets $20 off the order total. 

If the order total is between $200 and $220, it applies promo1 only, that is, customer still gets $20 off the order total. This is incorrect. It should apply promo2 only and give customer $30 off instead.

If the order total is  $220 or more, it applies both promo1 and promo2, that is, customer still gets $50 ($20 + $30) off the order total. This is incorrect. It should only apply promo2 only and give customer $30 off.

STEPS
-----------------------
1. Create promotion promo1 - Spend $100 Get $20 off
2. Create promotion promo2 - Spend $200 Get $30 off and exclude promo1
3. Add items until it reaches $100. Notice promotion 1 applies and $20 off
4. Add items until the total reaches $200. Notice promo1 applies and $20 off. Expected: only promotion 2 applies and $30 off
5. Add items until the total reaches $220+. Notice both promo1 and promo2 apply and $50 off. Expected: only promotion 2 applies and $30 off
