ACTUAL BEHAVIOR
---------------
The Cycle Now action is not available on the Header Asset tied to the Maintenance Schedule

Configured & use Asset location Specific PM for Asset whose Asset Type is "Reservoir" which is currently In Service status in WAMS TEST environment, but the Cycle Now action is not available on the Header Asset tied to the Maintenance Schedule. Found that if out of service link was removed from Maintenance Specification & keep only In service schedule then Cycle now option is appeared.

The Cycle Now action should be available on the Header Asset tied to the Maintenance Schedule

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define a Maintenance Specification
2. Define a Maintenance Schedule
3. Create an Asset Location Specific Template Work Order
4. Populate the Asset List zone on Activity
5. Create a PM Trigger that references the Location Specific Template Work Order

Unable to finish task
