UK Payroll: UK Localization - Final Close Is Not Extending PAYE and NI Elements. Can't Pay Employees (Doc ID 2546158.1)

Symptoms

Testing the FPS one-off flag for one of the terminated employees when following the steps below results in an error:
1) Identify a terminated employee.(Let's say termination date is 15-Nov-2018, with Final Close 30-Nov-2018)
2) Make sure P45 process has been completed for this person.
3) Got to Payroll Relationship, and extend the Final Close to 31-Dec-2018.
4) Now go and enter the overtime or bonus element as of 01-Dec-2018.
5) Now run the Quick pay.
the following error occurs.
