Transfer Orders not considered in supply plan in planning central

Transfer orders are collected in planning, but supply plan in planning central ignores all the transfer orders.
 
1) Transfer orders for many items from destination org are available in supplies and demands table in plan inputs. Source : XXS, Destination : XXD
2) Assigning customer and check box to use customer and customer site for interorganization transfers is checked as below.
3) All past due is set to 365 in the source org XXS included in the plan scope.
 4) Only source org is selected in plan scope. Added Transfer order demand to a new measure catalog in Configure planning analytics and selected in the plan
 
Supply plan in planning central considered open transfer orders (transfer order demand measure populated) in the source org when transfer order forecasting set up was done.
