Plan Run Fail With No Server Assigned For The Plan Id (Doc ID 2546956.1)

Symptoms

Scheduled plans run every day with 4 Plans run at the same time.
At times the following error is seen:

ERROR
Invalid Request : No server assigned for the plan Id

Error Message:- "Return message of job is <env:Body xmlns:env="http://schemas.xmlsoap.org/soap/envelope/">
<ns0:runPlanAsyncResponse xmlns:ns0="http://xmlns.oracle.com/apps/scm/supplyPlanning/supplyPlanningEngine/types/">
<result xmlns="http://xmlns.oracle.com/apps/scm/supplyPlanning/supplyPlanningEngine/types/">3|Invalid Request : No server assigned for the plan Id .</result>

</env:Body>"


STEPS TO REPRODUCE
1. Create schedule to run 4 plans daily at same time
2. Sometimes one of the plans fails with error in Run Plan.
