Fusion INV: Allow pick release without entering DFF info (Doc ID 2547010.1)

Internal team confirmation this is a new ER . All the transaction UIs are using the same DFF. If it is defined as required, then not possible to skip it.

Symptoms

The expectation is that user should be able to do pick release without entering any value in the DFF. Update requires DFF to be entered.
