Notes In Customer Accounts Not Visible For Other Users And In Transactions Page (Doc ID 2547261.1)

Symptoms

 Notes created in customer page are not visible in manage transaction screen when viewing the invoices for that customer.

Steps to replicate:

 1. Create note for the customer at account and organization level and save.

 2. In the manage transactions screen query the above cutomer.

 3. TRy to click on the notes at the bill to Cutomer or bill-to customer
 account number fields (try viewing notes)

 4. Notes are not visible.
