Importing Large Number of Collections in Admin UI Causes Hang, Collection Import Does Not Complete (Doc ID 2547496.1)

Symptoms

Attempting to import a large number of collections within the admin UI does not complete, and the UI appears to hang indefinitely with a processing/page busy type status. 

An example of this issue would be to Go into the admin UI -> Catalog -> "import" section, fill out all required fields, and supply a CSV containing 40,000 collections to import. You will see the page become unresponsive and your mouse cursor set to the busy icon (usually a spinning wheel/donut). However, the page never recovers and is stuck in this state indefinitely.
