OMCS proxy is returning 403 on oeCpqConnector SSE

I'm getting the following error on the oeCpqConnector SSE when it tries to call an external service:


It seems that the OMCS proxy server (http://omcs-proxy.oracleoutsourcing.com) is not working properly on this environment.

This issue is happening only on the https://ccadmin-uat-zzzz.oracleoutsourcing.com environment. The same SSE is installed in both https://ccadmin-test-zzzz.oracleoutsourcing.com and https://ccadmin-stage-zzzz.oracleoutsourcing.com environments and it's working without problems on them.
