Goal
Customer loaded about 6k employees.
They try to open accounts for them, but after running LDAP processes successfully they noticed that 460 employees still do not have account open.
(They are not visible in Security Console and they have no records in table PER_USERS)
They do not see any specific pattern that is common for all these employees.
