Can Not Assign "Cloud Account Administrator Role" To User In Extended Data Region Myservices (Doc ID 2547942.1)

Symptoms

"Cloud Account Administrator Role" can be assigned to users in the default data region My Services(See [1] below) but "Cloud Account Administrator Role" can not be assigned to users in an extended data region Myservices(See [2] below).

[1] ACCOUNT_ADMIN_ROLE is displayed in roles in Default Data Region

[2] ACCOUNT_ADMIN_ROLE and Cloud Account section is Not displayed in roles in Primary Data Region
