ACTUAL BEHAVIOR

When trying to assign leads into territories ('Run Assignment'), the system cannot assign leads from the United States.

EXPECTED BEHAVIOR

When trying to assign leads into territories ('Run Assignment'), the system should be able to assign leads from the United States.

STEPS

The issue can be reproduced at will with the following steps:
1. Run Lead assignment
