The Where Used functionality for a sub-component is being reported incorrectly when the sub-component itself is part of a change.
For example, if after being removed from BOM B in a previous revision sub-component A is being added to BOM B @ Rev 002 in ECO1000AAA, doing a Where Used for sub-component A shows that it's a sub-component of BOM B at its current revision (i.e. Rev 001).

The issue can be reproduced at will with the following steps:
- Create an ECO
- Remove sub-component from BOM via ECO
- Add a sub-component to a BOM
- Submit the change through the workflow, but do not complete it
- View the sub-component and select the Where Used tab
- Review All Levels of Where Used and verify issue
