Can't Load Inbound RTI Files For Employees

When trying to load an Inbound RTI file, SL1 (Student Loans Create), we are having issues getting the process to recognize that the existing Employees are valid to be loaded against.
We have tested this on a new hire in the system and the process works fine.
The existing Employees were created some time ago when the System was HR only, we have now switched on Payroll and created appropriate Statutory Deduction Calculation Cards for the employees with valid associations to the TRU.
