Create instance UI raises incorrect format error if notification email contains hyphen (Doc ID 2548869.1)

Symptoms

If "Notification Email" field in DBCS "Create Instance" UI contains an e-mail address with a hyphen in domain name,
the following error is raised.

Error: The format is Incorrect.
 'first.last@jp.oracle-test.com' is not a valid email address.
