Symptoms

Not able to release planned orders for buy items
Buy items or planned orders suggested by supply plan for buy items are not eligible for release.
When trying to do "mark for release" for planned orders of buy items in supply plan get the following error:

One or more orders could not be marked for release. Review orders with release errors. (MSC-2805356).


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open a plan
2. View plan data in Supplies and Demands table.
3. Create manual planned order for lower level buy item
4. Try to release.
5. Hit error.
