Cannot Reset Password On Analytics Or BI Publisher Sites And Password Looping

When attempting to use "Forgot password" feature for BI Pub integration, the following error occurs.
Login/reset password loop, after Customer admin has reset password multiple times, no lock on the account from the customer admin side.
All questions answered correctly, password reset, but when i click the return to login button, `i get to this page: http://primavera-et-idm.oracleindustry.com:443/identity/faces/home and the message is
"This page isn’t working primavera-et-idm.oracleindustry.com didn’t send any data. ERR_EMPTY_RESPONSE"
- Attempt to access primavera-et-common.oracleindustry.com/analytics
- Using the forgot password link
- Entered the details and received error message above.
Recurrence may happen when Password has been allowed expire.
