REST API for WorkOrder/Orderless Completion and Issues also charges Resources

User is trying to perform Orderless Transactions referencing the documentation for REST API:

While the API does transact the components, it is also charging the resources. Is there any way to prevent automatic charging of resources when using REST API for orderless transactions?
