Primavera P6 Professional Hangs Indefinitely While Importing XER File

Information in this document applies to any platform.
When importing an XER file (with Client-Side Cache enabled), the import seems to complete, then goes to "Saving Changes" and the progress bar looks complete, but, hangs and never completes.
When importing an XER file (with Client-Side Cache enabled), the import should take some time to complete, but, the process should complete in a timely manner.
The issue can be reproduced at will with the following steps:
1. File --> Import
2. Select XER
3. Pick the file in the Windows Explorer
4. Select the configuration
5. Complete the wizard
