On : 11.13.19.01.0 version, Global Payroll

When attempting to create an element entry for a terminated employee,
the following error occurs.

ERROR

You cannot create an entry for this element with an effective start date after the element can no longer be user on this employment level. (PAY-1635274)
The XXXXXX element definition determines how long an element can be used. You entered a start date after the final processing date 2018-09-28 for the element on this payroll relationship, employment terms, or assignment.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. The element was created in 11.13.18C and the Latest Entry Date was changed from Last Standard Process to Final Close with PBL.
2. When trying to create a new element entry for a terminated employee error occurs.
