Unable To Place Order After Upgrade to OCC v19, Error 28111 (Doc ID 2552505.1)

Customer is unable to place orders on their environment after a recent upgrade to OCC v19
When attempting to place an order front-end storefront reports:

{"errorCode":"28111","message":"Your order has not been placed due to a payment error, and you have not been charged. Please try again.","status":"500"}

However checking the payment details reveals that all credit card and shipping information was entered correctly.


Environment was recently upgraded to OCC v19.1 through 19.3.5
