User Export File Does Not Contain All Users (Doc ID 2552506.1)

Symptoms

When users are exported, a few users are not listed in the export file.

After attempting to export the users, the following error can be found in the bm.log file:

[ERROR] com.bm.xchange.services.bulkservices.BulkDownloadService.getXmlBody(BulkDownloadService.java:2102) - Could not download User with id XXXXXX (possible orphan).
Could not retrieve value of 'time_zone' field for User with id XXXXXX.
