DIPC-C Service Is Not Starting: "Timed out after waiting 60 minutes to start the Compute resources" (Doc ID 2552523.1)

Symptoms

Data Integration Platform Cloud Classic (DIPC Classic or DIPC-C) was formerly known as Data Integration Platform Cloud (DIPC). Please see KM Document 2493395.1 for the full list of recently renamed PaaS services.

While trying to start the Data Integration Platform Cloud Classic (DIPC-C) service, an error like the following may occur:
