'Additional Compensation' Page Plan And Option List Of Values Not Showing Any Plans (Doc ID 2552894.1)

On : version, .Manage Compensation

ICP plans are not available for an employee, in the drop down LOV.

Employee is eligible for the plans, so LM should be able to grant ICP for him.

The issue can be reproduced at will with the following steps:
1. Login as LM and select one of your team members - click on Actions - Manage Compensation
2. Click Add and see there is no ICP available for the employee.
3. Select another team member and perform the same actions and see the plan LOVs shows available plans for him.
4. Create a duplicate plan (from scratch) and try to enroll this employee -> see the same issue, plan LOV does not get populated, whilst for other employees, the newly testing plan shows up in the list.
