Unable to delete the user from user manager in OTM cloud

The issue can be reproduced at will with the following steps:
1. Log in as DBA.ADMIN and Navigate to Configuration and Administration > User Management > User Manager > Search User
2. Select the user > Click Actions > Delete the user
3. Error is shown
