Attachments in a completed Configurable Form task

The user attaches a file for a task(Checklist) and marks it as complete. The HR logins and navigates to Onboarding > Employees > Employee Progress > Completed Tasks section, he is able to view the task, but it is not clickable and the HR is unable to view the attachment. Please suggest how to access the attachment
