Unable to complete Miscellaneous transaction due to dual locators

Customer has created two locators with same name(A). They are unable to execute miscellaneous transaction. On hand qty is available in one locator but not able to perform transaction

Detailed issue description:Users have created two locators with same name(A). However, one of the locator has multiple segments (A.1.1.1....) on it which differentiates the locators from each other.

However, one of the user disabled locator segments on the locator and now user cannot see these segments on UI under manage sub inventories > manage locators page. Therefore now user sees 2 locators with the same name 'A' on locators UI. Now customer wants to delete one of the locators but system generates an expected error stating 'on hand qty exists and hence cannot delete the locator'

User then tried to perform a miscellaneous transaction to issue out all on hand form this locator so they can delete the locator. However, on create misc. transaction as soon as the user enters item # and  sub inventory it shows the on hand qty as 8 but when the user enters locator the on hand qty changes to 0. So users are unable to perform an issue of qty as well.
