Inconsistent Rating Behavior With Resource Based Tiered Pricing

Goal
On : 1.3.0.0.0 version, Rating
User configured a charge offer with usage event which is based on the Resource Balance. While testing this by passing the usage with different quantities the behavior is inconsistent. Why ?
Here are more detail about test case.
Pricing has 2 tiers:
-----------------
0 - 500 : Free and increment the NCR by 1 (NCR = non currency resource)
500+ : Charge $29.99 per qty and increment the NCR by 1
Case 1:
---------
record #1: qty = 1. Rated as Free and NCR incremented by 1 (qty = quantity)
record #2: qty = 1. Rated as Free and NCR incremented by 1. Bal(NCR) = 2
record #3: qty = 499. Rated as $29.99 (as first 498 rated free and the last one will be $29.99) and NCR incremented by 499. Bal(NCR) = 501 [This is expected behavior]
Case 2:

record #1: qty = 1. Rated as Free and NCR incremented by 1
record #2: qty = 1. Rated as Free and NCR incremented by 1. Bal(NCR) = 2
record #3: qty = 499. Rated as Free and NCR incremented by 499. Bal(NCR) = 501 [ This is not expected behavior ]
