Fusion INV : Transfer Order Issue Transactions Stuck in Pending Transactions UI. (Doc ID 2553625.1)

Symptoms

Transfer order issue transaction lines stuck in the pending transactions and due to which lines are not getting progressed further.
Inventory has not been reduced and qty is in staging only.

ERROR
-----------------------
The secondary quantity cannot deviate for the fixed conversion defined for item {ITEM}

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Pick Wave for the Transfer Order.
2. Release the Pick Wave and Confirm Pick Slips.
3. Now Ship Confirm the Transfer Order.

4. Now Check in Manage Pending Transaction and see Transfer Order Issue Transactions stuck.
