ACTUAL BEHAVIOR

When attempting to update the final close date on the payroll relationship level the field is not editable

EXPECTED BEHAVIOR
-----------------------
To be able to edit the final close date on the payroll relationship level

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Terminate employee as on Jan 21, 2019
2. This field is not editable as we should be able to set the final close date on the payroll relationship level to prevent final closed employee to be processed by the NI category process
